Policy Update Notice – Please Read
We’d like to inform our members, staff, and volunteers that new and updated Employee Policies, House Rules, and other operational policies have recently been reviewed and officially approved by Post leadership.
These updates are designed to ensure a safe, professional, and well-regulated environment for everyone at The American Legion Art Semro Post 28.
The finalized documents are currently being distributed to staff and volunteers and will be available for review by members upon request.

Planning a party, meeting, memorial, or community event? The American Legion Art Semro Post 28 in Ephrata offers an affordable, welcoming space available to both members and the public.

Room Rental Rates:
Post 28 Members in Good Standing: FREE (cleaning fee applies)
Non-Members: Starting at $250 for up to 20 guests (4 hours)
Tiered pricing available for groups over 20 guests
Required $50 cleaning fee for all rentals
Add-on staff available (bartender/server/kitchen) with advance notice
Catering & Bar Services Available
No outside alcohol permitted. Post-approved staff required for events involving alcohol.

New Bills Signed in May 2025:

HB 1371
This bill amends existing laws regarding parking privileges for individuals with disabilities, specifically expanding eligibility to include veterans with a disability rating of 70% or higher from the United States armed forces or the Department of Veterans Affairs who use a service animal. The bill modifies RCW 46.19.010 to include this new category of eligibility, denoted as subsection (1)(k). Additionally, it updates the criteria for determining disabilities and removes certain requirements from the application process, streamlining the procedure for obtaining special parking privileges.
Furthermore, the bill establishes a new section in chapter 46.19 RCW that outlines the application process for special parking privileges, including the need for a signed statement from a healthcare provider and the issuance of identification cards and parking placards free of charge. It also mandates that parking privileges for qualifying veterans are valid for a five-year period and requires the Department of Motor Vehicles to report on the number of veterans applying for these privileges. The act is set to take effect on October 1, 2025, with certain sections expiring on October 1, 2035.
SB 5390
This bill increases the cost of the Discover Pass from $30 to $45, adds a Lifetime Veterans' Disability Pass as an equivalent to a Discover Pass, and removes an exemption for Lifetime Veterans' Disability Pass recipients from payment of campsite reservation fees.
This bill was signed by the governor but partially vetoed.
A section of the bill would have created a work group to review how recreation and park functions are currently funded for the State Parks and Recreation Commission, the Department of Fish and Wildlife and the Department of Natural Resources, however that was rejected by the governor.
